DORIC

DORIC is an online data store holding information about people and places in Cheshire,Warrington and Halton. Its purpose is to serve as a research and planning tool for use by all public service providers in the sub-region and as a source of reliable, accessible and timely information to business and the wider community.

The Requirements

Cheshire Council worked with Fluent Technology previously to create a local information system for Cheshire and its neighbourhoods, this project was called LILAC. The success and efficiencies delivered by the LILAC project in the Cheshire region highlighted the need to collect data and share information with all their partners. These included Cheshire West & Chester Council, Cheshire East Council, Halton Borough Council, Warrington Borough Council, Cheshire Constabulary, Cheshire Fire & Rescue Service, Central & Eastern Cheshire PCT, Halton & St Helens PCT, Warrington PCT and Western Cheshire PCT. Together they formed the DORIC partnership with a local information system as a vital prerequisite to enable the partners to work effectively together.
 
The Motivation

The motivation for the project was to harmonise existing local information systems in order to reduce the amount of time spent on data collection and increase the availability of the data and information. It was also important to build on existing collaboration, for example Community Safety partnerships between Cheshire Fire & Rescue, Cheshire Constabulary and Local Authorities. The demand for quality research, intelligence and performance data had increased but there was no budget or staff to meet this. To satisfy the demand it was decided to form a partnership and scope out and procure an effective IT solution that would act as a shared service.
Fluent Technology who implemented the successful LILAC system were chosen to create the new system after a competitive tender.
